Emergency Travel Documents (ETD)

The Emergency Travel Document (ETD) is a temporary travel document with a validity of 5 days from the date of issue. It can be issued in cases of a lost or stolen passport or ID card, for the sole purpose of returning to Italy or the EU member state where the applicant has permanent residency. The ETD does not replace the passport, as it has a limited time validity and is only valid for the return to the State of residency. The issuance of the ETD is reserved for Italian citizens NOT residing within the jurisdiction of this Consulate but are residents in Italy or another EU country, except in exceptional cases as determined by the Consulate.

 

To access this service, you can visit the Consulate (Consulate of Italy – Second Floor – 58 Spring Gardens – M2 1EW) on Tuesdays and Fridays from 02:00 PM to 03:00 PM, strictly within the five days before your scheduled return to Italy or your country of permanent residence, which should be proven by presenting the travel document. Therefore, you must obtain the travel document BEFORE coming to the Consulate. The applicant, including minors, must appear in person with the required documents listed below.

 

ADULT applicant (18 and over)

 

Duly completed ETD application form for adults.

– MANDATORY: Travel document (airplane ticket) for a flight within the five days following the ETD request.

– 2 identical and recent passport-sized photos (taken no more than 6 months ago) complying with international ICAO standards.

– If available, a copy of an identification document, even if lost or damaged (identity card or passport; a valid driver’s license is also acceptable) containing the photo and signature.

– In the case of a lost or stolen identity document, a formal police report.

– In the absence of any form of identification, the presence of a witness, also with a valid identification document, is required. The witness should complete the Affidavit Form and be capable of identifying the applicant under their responsibility.

– A copy of the travel document for the country of residence, with a departure date within 5 days of the ETD request.

Consent from the other parent (in if the applicant has minor children), along with a copy of their identification document (only for EU citizens), where the holder’s signature is readable.

 

MINOR Applicant (under 18)

 

– Duly completed and signed ETD application form for minors, signed by both parents or the designated accompanying adult.

– MANDATORY: Travel document (airplane ticket) for a flight within the five days following the ETD request.

– 2 identical and recent passport-sized photos (taken no more than 6 months ago) complying with international ICAO standards.

– Identification documents with photos and signatures of both parents or the accompanying adult.

– In the case of a lost or stolen identity document, a formal police report.

– In the absence of any form of identification, the presence of a witness, also with a valid identification document, is required. The witness should complete the Affidavit Form and be capable of identifying the applicant under their responsibility.

For children under 12 years old, it is necessary to provide an authenticated photo using the appropriate form. This authentication must be done by a British or EU citizen who has known the parents for at least two years, is not a relative, and is either a person favorably known in their community or engaged in a recognized profession in the UK (https://www.gov.uk/countersigning-passport-applications/accepted-occupations-for-countersignatories). If such a professional cannot be found, it is possible to contact an honorary consular agent (The Consular Network – Consolato d’Italia a Manchester (esteri.it). WARNING: The professional’s driving licenses cannot be accepted.

– A copy of the travel document, with a departure date within 5 days of the ETD request.

 

PLEASE NOTE! For new-borns in the UK, in addition to the above-mentioned documents, it will be necessary to present the full birth certificate (long form/full birth certificate) issued by the British General Registry, legalized and translated, unless you request to the British General Registry the multi-lingual format certificate according to the new EU Regulation.

 

What to do in case of a lost or stolen passport?

 

In case of a lost or stolen passport, it is essential to report it immediately to the British police. Then, please send the following documents by mail to us:

 

1) The relevant form.

2) A copy of the police report.

3) A copy of a non-expired identification document.

4) Proof of address dated no later than 3 months (link: Registry).

5) Any copy of the lost or stolen document if available.

 

Please send all these documents by email to manchester.passaporti@esteri.it. Make sure to fill the subject field as follows: SURNAME, name and date of birth of the applicant, followed by ‘LOST/STOLEN PASSPORT’.

 

Please note that not all UK police forces accept reports concerning foreign documents. In such cases, you can report theft or loss through the Report My Loss website and send us the receipt provided by the site.
