ETD – Emergency Travel Document

EMERGENCY TRAVEL DOCUMENTS (ETD)

The Emergency Travel Document (ETD) is a temporary travel document valid for 5 days from the date in which it is issued. It can be issued in the event of theft or loss of a passport or identity card, for the sole purpose of returning to Italy or to the EU Member State in which the applicant has permanent residence. The ETD does not replace a passport, as it has a limited validity period and is solely intended to allow to return to the Country of residence. It is issued only to Italian citizens who are NOT resident in the Consulate’s jurisdiction but who are resident in Italy or another EU country, except in exceptional cases assessed on a case-by-case basis by the Consulate.

To access the service, applicants may come to the Consulate (58 Spring Gardens, second floor – Manchester, M2 1EW) on Tuesdays and Fridays from 2:00 p.m. to 3:00 p.m. exclusively on one of the five days prior to their return to Italy or their Country of residence, as proven by the presentation of their travel document. It is therefore necessary to obtain the travel document BEFORE coming to the Consulate. Applicants, including minors, must present the following documents in person.

ADULT applicant

  • Duly completed ETD ADULT application form;
  • MANDATORY: travel document (air ticket) for one of the five days following submission;
  • 2 identical, recent passport-size photographs (taken no more than six months ago), complying with ICAO international standards;
  • if available, a copy of an identification document, even if lost or damaged (identity card or passport; a valid driving licence is also accepted) containing a photograph and signature;
  • in the event of loss or theft of the identity document, a police report;
  • in the absence of any identification document, the presence of a witness is required, who must also have an identity document, who will fill in the form and be able to identify the applicant under their own responsibility;
  • copy of the travel document for the country of residence, with a departure date within 5 days of the ETD request.

UNDER 18 Applicants

  • ETD MINORS application form, duly completed and signed by both parents or by the accompanying person delegated by the parents;
  • 2 identical, recent passport-size photographs (taken no more than 6 months ago), complying with ICAO international standards;
  • identification document with photograph and signature of both parents or of the accompanying person;
  • in the event of loss or theft of the identity document, a police report;
  • in the absence of any identification document, the presence of a witness is required, who must also have an identity document, fill in the Affidavit Form and be able to identify the applicant under their own responsibility;
    • For children under 12 years of age, it is necessary to bring a certified photograph, using the appropriate form, taken by a British or EU citizen who has known the parents for at least two years and is not a relative, and who is either a person of good standing in their community or holds a recognised profession in the United Kingdom (https://www.gov.uk/countersigning-passport-applications/accepted-occupations-for-countersignatories); if you are unable to find one of these professionals, you can contact an honorary consular agent (consular network). PLEASE NOTE: driving licences issued to professionals cannot be accepted;

–    copy of travel document, with departure date within 5 days of ETD application.

PLEASE NOTE! For newborns born in the United Kingdom, in addition to the above documents, it will be necessary to present a birth certificate (long form/full birth certificate) issued by the British General Registry, legalised and translated.

 

What to do if your passport is stolen or lost?

If your passport is stolen or lost, you must report it immediately to the British police and send the following to the Consulate by email (manchester.pass@esteri.it), taking care to fill in the subject field as follows: SURNAME, first name and date of birth of the applicant, followed by “LOST/STOLEN PASSPORT”:

1) the appropriate form;

2) a copy of the report filed with the police;

3) a copy of a valid identity document;

4) proof of address dated no more than 3 months ago (AIRE Office);

4) a copy of the lost or stolen document, if available.

Please note that not all British Police Forces accept reports relating to foreign documents. In this case, you can report theft or loss via the Report My Loss website and send the receipt issued by the website with the form.
