Passports

Italian citizens who are residents in the Consular district of Manchester and are duly registered with the AIRE (Registry of Italians Living Abroad) may apply for a passport at the Italian Consulate in Manchester. To return to Italy or their Country of residence, citizens who are not registered with the AIRE may apply for an ETD (Emergency Travel Document).

It is the sole responsibility of the holder to ensure that their passport is still valid and to renew the document in good time. The waiting time for a passport to be issued can currently reach up to 25 weeks; we therefore advise against booking travel before you have received your new valid document.

Passport applications for children under 12 years of age must be sent by post.

Appointments for passports for children aged 12 to 18 and appointments for adults can be booked on the Home Page – Prenot@Mi. Please ensure that you have selected the Consulate of Italy in Manchester as your Consulate of reference on the Prenot@mi portal.

  • PLEASE NOTE: starting from 2 March 2026, Prenot@mi will release new appointments every day, from Monday to Friday, at 6 p.m. The Prenot@mi calendar covers a period of 15 weeks; when booking, then, Prenot@mi will display slots available for the first available day 15 weeks ahead of the booking date.
  • WAITING LIST: associated with the service “Rilascio passaporto – Cittadini italiani tra 12 e 70 anni”, there is a waiting list, which also has limited capacity and is managed automatically by the portal. When booking, if there is no availability for a direct appointment but there is a spot on the waiting list, Prenot@mi will notify the citizen, allowing them to join the list. The portal then automatically sends updates to users on the waiting list, notifying them of the first available appointment.
  • Alternatively, you can submit your application to one of the Honorary Consulates in our district. To book an appointment at one of these offices, please consult their respective websites.

PREFERENTIAL CHANNELS

  • Seniors over 70 years of age – at the Consulate (58 Spring Gardens, M2 1EW Manchester) without an appointment, every Thursday from 14:00 to 15:00;
  • Pregnant women – at the Consulate (58 Spring Gardens, M2 1EW Manchester) without an appointment, every Monday from 14:00 to 15:00. If the pregnancy is not visible, a medical certificate confirming the pregnancy must be presented.

People born abroad or who have acquired Italian citizenship abroad, even if they already have an Italian passport, must check that their birth certificate has already been registered by the Civil Registry Office of their AIRE municipality, or that this procedure has been initiated. If not, they must request the registration of their birth certificate before applying for a passport.


HOW TO GET A PASSPORT?

The procedure for issuing a passport depends on the age of the passport holder on the day it is issued:

We urge everyone to be wary of agencies, intermediaries or individuals offering paid services to obtain an appointment. Contacting such agencies/individuals contributes to overloading the Prenot@mi portal and reduces the possibility of finding appointments.


PASSPORT WITH URGENT PROCEDURE

In cases of proven urgency, citizens registered with AIRE through this Consulate may request a passport with urgent procedure.

The assessment of the circumstances justifying the urgent procedure is left to the Consulate, which will only consider the following types of circumstancesadequately documented:

A) Serious health or family reasons affecting the applicant or their immediate family members(parents and minor children; emergencies related to the health of grandparents are NOT accepted), certified by public or private institutions or competent authorities in Italian or English (if in another language, a translation into English or Italian is required);

B) Urgent work requirements, supported by a reasoned request sent directly by the employer or person in a managerial position (including the name, role and telephone number of the person signing) from a company email address to manchester.pass@esteri.it;

C) Study reasons (accompanied by a letter from the school or university indicating the date and destination of the trip).

To access the service, you must send an email to manchester.pass@esteri.itstating the applicant’s SURNAME, FIRST NAME AND DATE OF BIRTH in the subject line, followed by “EMERGENCY PASSPORT”. Attachments may only be sent up to a maximum of 7MB; therefore, please do not exceed this file size otherwise the message will be automatically deleted from the computer systems.

The email must describe in detail the reasons for requesting the passport and include copies of:

  1. The applicant’s identity document;
  2. Supporting documentation as indicated in points A), B) or C);
  3. Flight reservation or other travel document, if applicable.

In any case not covered by the above categories, but which the citizen considers urgent, an email may be sent to the same email address manchester.pass@esteri.it as described above. The Consulate reserves the right to assess the request.

PLEASE NOTE: if the urgent request is related to travel, the applicant must always present their flight reservation or other travel document at the counter.

The benefits of the urgent procedure can NEVER be extended to family members or companions of the holder.

Once the urgency has been ascertained, the Consulate will set an appointment for the citizen to submit their application. Please note that even the urgent procedure involves certain processing times, linked to the necessary legal checks, so it is not possible to guarantee immediate issuance of the passport.


What to do in case of passport theft or loss?

In case of passport theft or loss, it is necessary to report it immediately to the British Police. Please note that not all British police forces accept reports related to foreign documents. In such cases, you can report the theft or loss through the Report My Loss website and then attach the receipt issued by the site to the form.

After reporting the loss to the British authorities, the person concerned must send an email to manchester.pass@esteri.it, taking care to fill in the subject field as follows: SURNAME, first name and date of birth of the applicant, followed by “LOST/STOLEN PASSPORT”. The following must be attached to the email:

1) The appropriate form duly completed.

2) A copy of the report made to the Police or on Report My Loss;

3) A copy of an unexpired identification document;

4) Proof of address, dated no more than 3 months old (Registry Office).

5) If available, a copy of the lost or stolen document.


Double Passport

Italian citizens who are regularly registered with AIRE and residing in this Consular district can request a second Italian passport, while retaining the one they already possess, only if one of the following cases applies:

  1. In cases of specific and proven contingencies related to political-international reasons, war, or religion where the use of two passports for entry or stay in certain Countries is deemed necessary;
  2. In cases of motivated and urgent professional needs, where acquiring a visa or fulfilling other procedures for entry authorization in some Countries involves waiting times incompatible with travel schedules.

This provision is of an exceptional nature, and the validity of the second passport may be territorially limited to certain Countries and temporally restricted to the strictly necessary period. At the time of travel, one of the two passports (obviously the one not in use) must be deposited in custody with this Consulate. In exceptional cases of proven necessity and urgency, the applicant may be authorized by the issuing office to possess both passports simultaneously.

To facilitate approval, the following must be sent to this office:

  1. A letter addressed to the Consul of Italy in Manchester in which the applicant, in addition to formally requesting a second passport, must provide a detailed report on their profession and duties within the company;
  2. A letter from the company addressed to the Consul, signed by someone in a senior management position, confirming the applicant’s role and responsibilities, the need for a second passport, and the related reasons;
  3. Copies of the pages of the currently used passport, including entry stamps for the countries visited by the applicant in the last 3 years.

If the request is approved, the Consulate will schedule an appointment for the applicant to present all the required documents to obtain the second passport.
