For minors born abroad, even if they already have an Italian passport, it is only possible to apply for a passport if the birth certificate has already been registered with the relevant Civil Registry Office of the AIRE municipality. Otherwise, it is necessary to apply for the birth certificate to be registered before applying for a passport.
No presence at the Consulate is required. The application is submitted only by post, mandatorily including the following documents:
- The appropriate form, duly completed;
- 2 identical passport photographs, taken within the last six months and complying with ICAO standards;
- One of the two photographs must be authenticated using Form No. 5. The authentication must be signed by a British or EU citizen who is not a relative, who has known the parents for at least two years and who is either a person of good standing in their community or practises a profession recognised in the United Kingdom. If you cannot find such a professional, you can contact an Honorary consular agent (consular network);
- A copy of an ID for each parent, which must not be expired. ATTENTION: driving licences cannot be accepted;
- A consent form for passport issuance from both parents (see below).
- Proof of address for the parents, dated no more than 3 months ago (Anagrafe).
- A prepaid “Special Delivery” envelope for up to 500g with a return address for passport delivery.
- The previous expired or damaged Italian passport, or in the case of a first-time passport application, a simple copy of another Italian ID or foreign passport;
- Copy of the Italian ID Card, if available;
- In case of a lost or stolen passport, a specific form and the report to the police.
NOTICE
As of 28 May 2025, it is no longer possible to send the application for a first passport and the application for registration of the birth certificate at the same time. Parents of minors whose birth certificate has never been registered must, in order:
- Apply for the registration of the birth certificate to the Civil Registry Office;
- Wait for the PEC with which the Consulate transmits the birth certificate to the Italian Municipality;
- Apply for the first passport to the Passport Office.

The payment for the passport will be requested directly by the Passport office of the Consulate in Manchester to the applicant, once the application has been processed and its suitability verified (you can find the consular fees here). It is recommended to monitor the email inbox, including the spam folder, of the email address provided in the form. It is not necessary to write to the passport office asking for information regarding the payment, since all applicants will be contacted after the processing of the application.
Incomplete or incorrect applications cannot be processed and will be returned to the sender.
Parental consent for minor’s passport
The issuance of a passport is subject to the explicit approval of both parents. This document is required even in the case of unmarried, separated, or divorced couples, even when the minors in question already hold a passport.
This consent can be given by signing the appropriate section of the passport application form for minors, or separately, using the appropriate Form No. 6 (provided it is completed correctly). In both cases, it is necessary to attach an identification document of both parents with a photo and signature (e.g. passport or identity card, no driving licences), which must match the one on the form.
If one of the parents is not a citizen of a European Union Member State (including British citizens), they must go to the Consulate of Italy in Manchester to sign the consent form at the counter. The service is available without appointment, Monday to Friday from 9.30am to 11am (after this time, you will not be allowed to enter, even if you are waiting outside), by presenting yourself in person with an identity document (not driving licences) and the appropriate form (no. 3 or 6, depending on the case).
Alternatively, consent on Form no. 6 can be signed at one of the following offices:
- an office of the Honorary consular network;
- any British notary, whose declaration must then be apostilled and translated;
- a Public Official in Italy (e.g. at the Town Hall);
- an Official of any Italian Embassy or Consulate abroad.
What should you do if it’s not possible to obtain the other parent’s consent? (“Consular Decree”)
If the other parent is deceased, the following is required:
- If the deceased parent was Italian or married to an Italian citizen: request a registration of the death certificate as indicated here before applying for a passport;
- In all other cases: attach the death certificate to the application (with a certified translation into Italian if issued in a language other than Italian or English).
If, on the other hand, the other parent is alive but it is not possible to obtain their consent, the applicant must obtain a decree from the “Giudice Tutelare”, who may authorise the issuance of a passport on an exceptional basis.
The decree must be requested from the competent authority according to the minor’s place of residence. If the minor resides in the Consulate’s district, the guardianship judge is the Consul of Italy in Manchester and the application must be submitted with the following documentation attached:
- Application form to the “Giudice Tutelare”, duly completed;
- Documents supporting the application (as indicated in the form);
The Consulate reserves the right to request additional documentation to verify the statements received.
Applications received by email or other means cannot be accepted. The documentation must be sent exclusively by post to:

During the processing of the application, the user will receive instructions at the email address provided in the form for making the necessary consular fees payment (article 31 + article 31B, see consular fees) via bank transfer. Without the payment of the consular fees, the application will not be processed.
